The forecourt of the District Authority Neunkirchen was formerly dominated by asphalt and primarily used for parking. During hot periods, the extensive sealed surfaces led to significant heat accumulation, adversely affecting the microclimate and increasing cooling demands within the building. The redesign is based on climate-positive strategies, including large-scale greening, de-sealing, and the application of sponge city principles to retain rainwater on site and make it available to vegetation.

A freestanding green wall close to the façade provides effective shading and contributes to façade cooling and improves indoor thermal comfort, with maintenance ensured via a rear service corridor. A central pedestrian axis guides visitors toward the main entrance, while a row of trees creates a green buffer to the surrounding street space. Perennial beds with adequate root space support resilient, diverse plant communities inspired by natural ecosystems. Precipitated rainwater from all surfaces, including roofs and forecourt, are integrated in the water cycle and finally stored in an on-site cistern supplies irrigation for the natural rainwater cycle.
